Definition

EMSO (JP 3-85) merges electronic warfare, spectrum management, and electromagnetic battle management into a single operational framework. The shift from EW to EMSO reflects the recognition that contested spectrum is now the default operating condition and must be planned, sensed, and maneuvered like terrain.
