Machine-readable rules governing what a radio may transmit, when, and where.

Definition

Spectrum policy encodes regulatory, coalition, and tactical constraints in a form that cognitive radios can evaluate at runtime. Policy languages such as XG and CoSMoS describe permitted bands, power, geographic regions, and time windows, and are the legal-and-ethical layer that bounds dynamic spectrum access.
